DUBLIN CASTLE, 20th June, 1916.
CIRCULAR TO CROWN AND SESSIONAL CROWN SOLICITORS. Sir, With a view to avoiding unnecessary expenditure
in the service of Crown Summonses, Crown and Sessional Crown
Solicitors should comly, whenever possible, with the
following instructions, which have been approved by the Attorney-General: - I. A summons for a witness in the civil or Military
service of the Crown should be sent by registered
letter addressed to the Head of the Department, or
the Commanding Officer of the Unit, to which the
witness belongs. An acknowledgement of the letter should be requested. II. Where a Constable has made a Deposition in a case,
he should be employed to serve the summonses on
witnesses residing in his or an adjoining Sub-
District. All other Summonses for witnesses resident
in Ireland should be served by the Constabulary of
the Sub-District wherein the witnesses reside. No
Constable who has not made a Deposition in the case
should attend the Court to prove service unless he is
required to do so by the Crown Solicitor. III. A summons for a witness resident in Great Britain
should be sent for service to the Chief Constable of
the District in which the witness resides, with a
request for acknowledgement. An intimation
should be sent that the Constable serving the summons
should not attend in Ireland to prove service unless
required to do so by the Crown Solicitor. In reference to Circular of 19th May, 1915, notify-
ing that Writs of Habeas Corpus are no longer necessary, the
Attorney-General directs that the Circular in question is not
to be treated as applicable in Change of Venue Cases, and
that, in future, in these cases, the former practice is to
be followed and Writs of Habeas Corpus applied for to bring
Defendants to Dublin in order that they may plead. I am,

Letter written by Edward O'Farrell (1857-1926). O'Farrell was the assistant under-secretary to the Lord Lieutenant of Ireland, Sir Ivor Churchill Guest, Lord Wimborne (1873-1939). The letter concerns three instructions, concerning unnecessary expenditure issued by the Attorney General, James Henry Musen Campbell (1851-1931). In April 1916 Campbell was appointed attorney general for Ireland. Campbell began to distance himself from the extremes of unionist resistance; he initially supported the proposed Lloyd George settlement after the Easter rising, but drew back when faced with southern unionist opposition.
