instant, I am directed by the Lord Lieutenant to
state that formal permits are not being issued by
the Military Authorities to enable persons to leave
Ireland. It will, however, be necessary for you to
obtain from the local District Inspector Royal Irish
Constabulary a certificate to satisfy the Military
Authorities that there are no grounds for objecting
to your departure. I am,

This is a letter from Edward O'Farrell (1857-1926) to James Jackson Clark (1846-1926), a Colonel from Derry. This letter is a reply to a letter sent by Clark requesting a pass to travel to England. In this letter O'Farrell states that the Lord Lieutenant, Ivor Guest (1873-1939) has informed him that there are no passes being permitted, and that Clark should apply for a certificate from his Local District Inspector to satisfy the Military Authorities.
