Dear Sir Edward D1507/A/16/15 There is no use in
blinking the fact that the
greatest apprehension is
felt here that too much
indulgence will be granted
by the Cabinet to the pleas
ad misericordiam of Redmond
& Co. No one asks for vengeance,
but weakness now would
be fatal. The following are
outstanding points, viz: 2 1/
Martial Law to be kept in
force for at least six months.

The fact brought home to the
English people that this is
far from being merely a
Sinn Fein movement. I
assert positively that amongst
large sections of U.I.L. and
A.O.H. the utmost sympathy
exists with the rebels.

The disarming of all
Not merely of Sinn Feiners.
including shot-guns & revolvers.

The absolute necessity of
discounting the pretended
concern of Redmond & CA for
the interests of the Empire. 3 5/
The urgent necessity that
you or somebody for you
should employ at this
great crisis someone
thoroughly competent to piece
together all the parts of
evidence which may prove
hereafter invaluable as
showing how widespread the
conspiracy may be.

No successor to Birrell yet having
been appointed, there is a
tremendous necessity for a
strong man — Harcrust or
would be disastrous.
The man you & I talked
about would be far the best,

I have urged him strongly but,
I feel it may be impossible for
him, but, nothing at this
moment would so re-assure
public confidence as that he
was coming to Dublin.

The weak-kneed action of the P.M.
last night in refusing conscription
because, forsooth, Redmond op-
posed it is disastrous. I
learn on all sides that the
feeling here amongst all
except the farmers, is one of
astonishment & disgust that
the Cabinet has not had the
strength of mind to apply it
to Ireland.
