This letter was written by John Pedder (1869-1956), assistant secretary at the Home Office in London. The letter is addressed to the under-secretary, Dublin Castle. Sir Matthew Nathan (1862-1939), served as the under-secretary for Ireland from 1914 to 1916. In 1916 Nathan offered his resignation in the aftermath of the Easter Rising.The letter concerns a report on the application of Russian born Max Hinden (b. 1886), for a Certificate of Naturalisation.
