Letter from William Richard Dawson (1864-1950), the inspector of lunatics, to the
Resident Medical Superintendent of Kilkenny. The letter is an instruction for the
government to submit regulations to the asylum under section 9 sub section 6 of local
Government Act (Ireland) 1898. William Richard Dawson was appointed HM inspector of
lunatics in Ireland in 1911. During the Great War he served in the Royal Ambulance
Medical Corps, gaining the rank of lieutenant-colonel, as a specialist in ‘nerve disease’
or shell shock to the troops in Ireland.
