Gentlemen I reply to your inquiry per telephone to—day
regarding the financial estimate for the year 1916—17, I beg
to state that it would not be adviasable to make any reduction
in the provision under Sub—heads E. and F. Owing to the fact that in the year 1904—5,
it was
found necessary to obtain a Supplementary Estimate of £60, these
two sub—heads were raised in accordance with the instructions
contained in your letter No 70, dated 9th March 1905 , as follows;- I am also to
state that the estimate for 1905—6 cannot
now be increased, and that the total sum provided must there—
fore be made to meet all charges, but for future years you should
leave a margin on the vote to provide for such contingencies as
have arisen this year. The Treasury suggest that this might be
done either by reducing the deduction from the Victualling
Sub-head To The Inspectors

(2) Sub—head (say from the £200 to £100), or by adding substantial
sum to some item of the vote as a precautionary measure. The latter practice has
since been adopted, as the same
contingencies might occur again in any year, and in fact a
supplementary vote has on more than one occasion been avoided
by the application of the savings on some sub—heads towards
the excesses on other subheads With regard to the reciepts or credit sub—head, I
beg to quote the follownig balances on the Farm and Garden at
the close of the finiancial year stated:-

1905-6 £200
1909-10 £202
1910-11 £204
1911-12 £206
1913-14 £207 Any other receipts mentioned other under this heading are
surrendered to the Exchequer as Exchequer Extra Receipts. As it has been proved n
former years that the
balance on the Farm aand Garden does not generally exceed the
sum of £200 to any appreciable extent, it would not be advis-
able to raise thee appropriation in ad of the Victualling Sub-
