This is a letter from Jeremiah Lane, a justice of the peace in Cork, to Gerald Horan (1880-1949) of Lord Chancellor's Secretary's Office. Lane had made comments at a meeting of Cork Corporation that were considered inappropriate. Lane writes to explain that the phrase he used at the meeting was taken out of context and would not be interpreted the same way if the whole speech was heard.
