               <p>This letter was written by Andrew Philip Magill  to William O'Brien , the president of the Dublin trades council. Magill (1871 - 1941) was a civil servant and held the position of private secretary for successive chief secretaries of Ireland until his transfer to the Northern Irish Civil Service in 1921.

O'Brien (1881 - 1968) was an active labour leader and trade union official. Although O'Brien did not take part in the Easter Rising of 1916 he was closely involved in its planning. and was interned in Frongoch for a month after its outbreak. Later in his career he became a Labour Party TD for Tipperary. 

In this letter Magill acknowledges the receipt of a letter previously sent by O'Brien in which he enclosed a resolution concerning the control of shipping.</p>
