<p>Letter from Pembroke Wicks to Edward Carson (1854-1935). Carson was a prominent Unionist Politician. Originally a practicing solicitor from Dublin, Carson's opposition to the proposed third Home Rule bill made him the figure head of Unionism throughout the island. He was the centerpiece of the speaking tour that culminated in Ulster Day (28 September 1912), when just under half a million signed Ulster's solemn league and covenant pledging to use ‘all means which may be found necessary to defeat the present conspiracy to set up a home rule parliament in Dublin’. Carson inaugurated the Larne gunrunning in 1914 which armed the UVF, many of whom Carson would encourage to join the British Army throughout the First World War.</p>

TELEPHONE <lb/>2201 VICTORIA. 5, EATON PLACE, <lb/>S.W. July 14. 16. My dear Sir Edward, I saw Thring and he gave me the Draft Bill <lb/>to send to you. A cursory examinations shows two vital defects. 1. The Bill follows <hi rend="underline">word for word</hi> Redmond's recent statement <lb/>a copy of which I enclose. The Provisions as to exclusion are <lb/>of exactly the same temporary and provisional character as the <lb/> rest of the bill. (Clause 1 (2). Asquith is an old fox! 2. Clause 3 (2) final paragraph, would permit officers under <lb/>the control of the Irish Parliament to interfere in the <lb/> administration of the excluded area. Clause 7, Judicial Provisions in the excluded area are very <lb/>complex and I imagine are not as clean cut as you intended. We go down to Mole Bungalow, Esher, this evening, but if there <lb/>were anything wanted doing in town a wire would fetch me up. Yours sincerely, Pembroke Wicks
