John Baptist Crozier (1853–1920) to Edward Carson (1854-1935). Carson was a prominent Unionist Politician. Originally a practicing solicitor from Dublin, Carson's opposition to the proposed third Home Rule bill made him the figure head of Unionism throughout the island. He was the centerpiece of the speaking tour that culminated in Ulster Day (28 September 1912), when just under half a million signed Ulster's solemn league and covenant pledging to use ‘all means which may be found necessary to defeat the present conspiracy to set up a home rule parliament in Dublin’. Carson inaugurated the Larne gunrunning in 1914 which armed the UVF, many of whom Carson would encourage to join the British Army throughout the First World War. Crozier was a Church of Ireland clergyman who served as Archbishop of Armagh and Primate of All Ireland from 1911–1920.

The Bishops of courseat their meeting looked atthe question simply from thestandpoint of it's effect on theChurch all over Ireland As regards the CovenantI think it has been faithfullykept when the 3 exemptedCounties asquiesced andreleased their comrades.I myself was a Co CavanCovenanter where I signedit in company with my own Tenants & others.And I feel sure that ifI had been present atyour meeting I could nothave opposed as aCovenanter the decisioncome to, in fact I alwaysfelt that Lord Farnham,Saunderson, Burrowes,& Johnston had a rightto speak for the County& they refused to takethe responsibility ofobjecting. But as Bishops of the Churchwe protest against theflagrant breach of faith andhonour on the part of theGovernment. We protest,as representing the best partof the population all overIreland, against the Churchof Ireland not having beenconsulted by the Governmentin such a grave matter& above all we protest that,as far as we are concerned,We are utterly in the dark as to any Imperial Necessityfor such an appallingchange of Government ofIreland as is contemplated. I cannot but thinkthat the Unionist Membersof the Cabinet have beenutterly tricked and shouldhave taken their stand on theimpossibility of consideringany such measureduring the war crisis. This is all that theBishop's Resolution means& is in no sense a criticismon, or a condemnation of,the action of the UlsterCovenanters.
