             January 10 1916 <lb/> Major General<lb/> Director General A.V.S.<lb/> London<lb/>  Dear Sir ,  In reply to your inquiry <lb/>I desire to say I have known Mr. <lb/>P.A.Carroll M.R.C.V.S since <lb/>he took up residence in Carlow <lb/>which is now some few years <lb/>ago. I believe he had first qualified <lb/>at the time. I have much pleasure <lb/>in stating that he is a young <lb/>man of exemplary character, <lb/>rather trustworthy, and in my opinion, <lb/>in every way fit for the position <lb/>he's seeking. I may also <lb/>say, as regards his professional <lb/>knowledge, that he stands very <lb/>high in the estimation of his <lb/>numerous clients.   Personally I trust he will be <lb/>successful in obtaining the Commission <lb/>which he as applied for <lb/>as I am convinced he is in every <lb/>way fit for the position and further more that he will never <lb/>sully if appointed   Yours respectfully   Michael Governey
