               <p>This is a letter from Louis C.P. Smith (1867-1923) the Crown Solicitor of Cavan to R J Newell the secretary to the Local Government Board in Dublin. Smith is writing to Newell to explain the delay in returning the files that Newell requested claiming that due to the cases being several years old the unfortunate fact that Constables have been transferred is delaying his work.</p>

              Copy /    Cavan Office    24th day of February, 1916.   Dear Sir,   I am in receipt of yours of the 23rd instant, <lb/>in reference to the Prosecutors and Witnesses Expenses <lb/>in County Cavan. I have already written to the County <lb/>Inspector to get the necessary authority from the <lb/>respective Sergeants and Constables referred to in the <lb/>Certificate  s . I expect to have the information required <lb/>in the course of a few days, immediately I get it I <lb/>will at one forward you the Query Form with Answers.   I am sorry for the delay, but as some of the cases <lb/>are since 1914 and some of the Constables have been <lb/>transferred - others joined the Colours - there is some <lb/>delay in getting the information required by you, other- <lb/>wise I would have replied to you by return of post. You <lb/>may rest assured that I am doing everything possible to <lb/>hurry up the matter and comply with your request.   I expect to have the details so far as I can in a <lb/>few days. I can explain everything myself save the <lb/>Car-hire <seg type="del">by</seg> of  Witnesses paid by the Police.  <seg type="closer"> Yours faithfully,  Louis C. P. Smith. <lb/>R. J.
