Letter from Malachy J. Kelly to the Administrative area Officer regarding an applicant.The letter states that if the applicant is incapable of work he should be awarded 50 percent of his weekly wage. If the applicant is under 21 and receives 2a/- a week he should be awarded 100 percent.Sir Malachy J. Kelly (1851-1916) was the Chief Crown Solicitor for Ireland. He was appointed Crown Solicitor for Mayo in 1884 and was involved in a number of high profile cases. In 1905, he was appointed Chief Crown Solicitor for Ireland and moved to Dublin.

No.92 Subject - Injury to Patrick Sheehan Sir, Referring to your letter of 14th instant the applicant should be required in accordance with the Act to submit himself for examination free of cost by one of your Medical Officers and if the latter's report verifies the applicant's total incapacity to work he would be entitledto be paid during such incapacity a sum not exceeding 50 per cent of his average weekly earnings for any period during which he has been employed such weekly payments not to exceed £1. If the Applicant is under 21 years of age and his average weekly earnings are less than 20s/ - he would be entitled to 100 per cent but the weekly payment in such case should not exceed 10s/ - and in case the applicant is only partially incapacitated the papers should be resubmitted to me with the medical report.
