               <p>A letter from B. B. Cubitt to the Under-Secretary of State, Home Office, stating that he has forwarded a Petition of Right lodged on behalf of John and Agnes Scott, John McCulloch and Mary Shearer. Cubitt also states that he has been commanded by the Army Council to indicate that they have nothing further to offer on the matter. Cubitt was originally appointed to the War Office in 1886 and was under-secretary of state from 1914 until his retirement in 1926.</p>
