Letter from William H. Welply (b.1867), to Edward O'Farrell (1857-1926), the Assistant Under Secretary for Ireland. Welply states that William J M Starkie (1860-1920), the Resident Commissioner of Education, wished for copies of two letters from Matthew Nathan (1862-1939), Undersecretary for Ireland, to be forwarded to O'Farrell. These letters had been submitted to the Assistant Commissioners of Intermediate Education, who had issued memoranda in each case (which Welply enclosed with this letter).Welply says that one of the letters referred to the proposed inclusion of Robert Louis Stevenson's novel 'Kidnapped' on the syllabus. This proposal had, Welply states, been discussed in letters between Sir Augustine Birrell (1850-1933), Chief Secretary for Ireland, and John Gordon Swift MacNeill MP, an Irish Nationalist politician.Following the partition of Ireland in 1921, William Welply became the Chief Inspector of the Northern Irish Education Commission.
