Sir Edward Grey, 1st Viscount Grey of Fallodon, (1862-1933) was a British Liberal statesman. He served as Foreign Secretary from 1905 to 1916, the longest continuous tenure of any person in that office.</p>

                BRITISH EMBASSY,  WASHINGTON,    MARCH 6, 1916.  <lb/>CONSULAR. <lb/>No: 17...  Sir: -    I have the honour to transmit to you herewith <lb/>copy of a letter which I have received from the <lb/>Mayor of Rochestor, New York, with regard to the <lb/>case of Thomas Buckland, an American citizen now <lb/>in Ireland, who wishes to return to the United <lb/>States. Buckland is, it is stated, unable to do <lb/>so as he is detained by the British Authorities.  I should be grateful if you would be good <lb/>enough to inform me in due course what reply should <lb/>be returned to the enclosed communication. <seg type="closer"> I have the honour to be, <lb/>With the highest respect, <lb/>Sir, <lb/>Your most obedient, <lb/>Humble servant,  (Signed) CECIL SPRING RICE.                 ROCHESTER N.Y.    March 1st 1916.   Dear Sir: -    A citizen of Rochester, Plato Buckland, of 10 Temple <lb/>Street, has asked me to write you in behalf of his brother <lb/>Thomas Buckland of Lurgan Post Office, County of Armagh <lb/>Ireland.  Thomas Buckland is <hi rend="underline">a citizen of the United States,</hi><lb/>having been born in South Carolina. His wife was born in <lb/>Georgia. Thomas Buckland has been a resident of England <lb/>and Ireland for the last twelve years. He now desires to <lb/>return to the United States and to bring his family with <lb/>him but is detained by the authorities of Great Britain.  Is there any way in which his return to the United <lb/>States may be facilitated? Anything you can do in this <lb/>matter will be greatly appreciated. <seg type="closer"> Sincerely yours,  (ad) HIRAM H. EDGERTON <lb/>Mayor.
